Program terms

The governing document for borrowing is the Participant User Agreement (including its Program Rules and Liability Waiver), which you review and sign in person at pickup. This page is a plain-language summary — if anything here differs from the Agreement, the Agreement controls.

The short version

• It's free. No fees, no deposit. Funded by Washington's Climate Commitment Act, administered by Forth in partnership with WSDOT.
• Who can borrow: individuals 18+, resident in Bingen, White Salmon, or a surrounding Klickitat County community.
• Loans run 2 days to 1 month. Give at least 24 hours' notice to change your pre-arranged return date or time.
• You are the only rider. One passenger is allowed on passenger-capable (Abound) bikes with a signed passenger waiver.
• Helmets are required at all times while riding — we provide one that fits.
• Safety education is mandatory before your first ride: the orientation, briefing, and safety check at pickup.
• Lock and store it properly: frame locked to a fixed object; indoors overnight; never charged overnight, on power strips, or in wet conditions.
• Don't modify the bike. Bikes are GPS-tracked and monitored for tampering via the Aventon system, and you consent to that monitoring.
• Loss and damage: you're responsible for equipment in your possession. Penalties run up to $1,000 for a missing e-bike and up to $50 per missing accessory. A bike unreturned 5 days past your loan end without prior arrangement is treated as lost or stolen.
• Surveys are part of the deal: completing the UW/WSDOT program survey after your loan is a required condition of participation.
• Violations of the Agreement can mean suspension or permanent removal from the program.

Day-to-day operations follow the Gorge Rides Operator Standard Operating Procedures maintained with Forth. Signed agreements and program records are retained for at least six years per WSDOT requirements. Washington law governs.
